Transparency and Coordination Essential to Ensure Successful Opening of Lima Airport’s New Terminal

Following the decision by the Peruvian Government to further delay the opening of the new terminal at Jorge Chavez International Airport, Lima, to 30 March 2025, the International Air Transport Association (IATA) and the Association of International Air Transport Companies (operating in Peru) (AETAI) wish to point out the following:

Both associations understand the Government’s need to further postpone the opening, given the current lack of readiness of the new terminal. This decision demonstrates that the authorities need to ensure better coordination among all stakeholders involved in the opening of the new terminal, especially more transparency on the part of the concessionaire, Lima Airport Partners (LAP).

The airlines have been fully collaborating with all parties concerned to achieve a successful start of operations, on the date determined by the authorities. This will however only be possible once all necessary tests and trials have been successfully completed, guaranteeing the safety of air operations, and ensuring an adequate level of service for passengers.

The following items are still pending and must be resolved as a matter of urgency:

  • Lack of fully developed operational tests with a real level of complexity, both on the ground and air side.
  • Lack of clarity on the pending test schedule.
  • Publication of the operation readiness checklist according to which the entry into service of the new terminal will be determined.
  • Formalization of procedures and training of personnel who will work at the new terminal.
  • Effective implementation of the new baggage handling system, as this will be critical to the successful operation of the new terminal, among others.

It is essential that the Ministry of Transportation and Communications convene and lead regular meetings with the participation of all stakeholders involved in the provision of air services (passengers and cargo), to ensure an efficient and orderly transition to the new terminal.

We remain at the disposal of the authorities and LAP to continue working together in the development of the airport infrastructure that Peru deserves and needs, strengthening its connectivity and air competitiveness.
